Expert Witness

What are GCC's rates for expert witness services?

2025 Fee Schedule for John L. Satterfield Jr., Ed.D, MPA


  • Expert Witness Retainer:
    • $4,000/non-refundable retainer (credited to billing).


  • Expert Witness Consultation:
    • $400/hour Case/Document/Video/Audio file review, research, and analysis.
    • $400/hour Document Creation/Report Writing.
    • $400/hour Consulting/Conferencing (in-person or remote technology).
    • $400/hour On-Site Inspection/Visit.


  • Expert Witness Testimony:
    • $500/hour Courtroom Testimony (in-person or remote technology).
    • $500/hour Deposition Testimony (in-person or remote technology).
    • $500/hour Other Legal Testimony (in-person or remote technology).
    • $1,500/day is the minimum daily rate for a deposition appearance.
    • $2,500/day is the minimum daily rate for a courtroom appearance (called to the stand or not).


  • Fees & Conditions:
    • A one-time administrative costs fee of $200 is charged on each case.
    • Fees for all depositions shall be paid before the start of each deposition and will be for the 3-hour minimum ($1,500).  After 3 hours, depositions are billed in 1-hour increments (to be paid in full immediately after the deposition concludes).
    • A $500 fee will be charged for the last-minute cancellation of a scheduled Deposition (48 hours or less).
    • A +$50/hour urgency fee is charged on “emergency” work product required with less than 5 days of review (+$25/hour with less than 10 days).
    • $100/hour travel rate (not including travel expenses).
    • $250/hour stand-by time.


  • Billing:
    • Travel expenses will be billed at actual costs, including but not limited to airfare, ground transportation, lodging, meals, and reasonable incidentals. Mileage (70¢/mile) and Per Diem will be charged at the current IRS/GSA rate.
    • When out-of-state travel is required, a travel retainer of $1,500 will be billed before the travel date (any unused portion will be applied to case billing).
    • Expenses may be billed as incurred.
    • Billing invoices may be issued every 30 days when the case is active.
    • The hiring firm/organization is responsible for promptly paying all fees in full.
    • Payment will be made within 45 days of receipt of any invoice, or a 10% late fee will be additionally charged.

What types of training does GCC offer?

GCC specializes in organizational change and leadership (OCL).  In addition to OCL, we provide advanced law enforcement training for almost any learning domain.  We have a close relationship with POST and can provide or recommend a solution to virtually any problem.  We have POST certified Master Instructors who can diagnose, design, implement, and teach almost any curriculum.  All of our training solutions incorporate the most current 21st century policing concepts, best practices, and lessons learned.

How does GCC fix organizational problems?

 Within the existing organizational framework (Bolman & Deal, 2013), GCC uses the Clark and Estes (2008) gap analysis framework to conduct a needs assessment of the knowledge, motivation, and organizational influences that support or impede the realization of the stated stakeholder goals and organizational goals.  


The recommendations to achieve the stakeholder goals and organizational goals are planned, implemented, and evaluated using Kirkpatrick and Kirkpatrick’s (2016) New World Model. The New World Kirkpatrick Model is a seamless evaluation partner to the Clark and Estes (2006) knowledge, motivation, and organization, gap analysis framework. The Kirkpatrick four levels of training and evaluation are utilized in order to confirm stakeholders possess the knowledge, motivation, and organizational support to effectively accomplish their mission. 


2025 Training Packages

Initial Consultation

  • $100/One-Hour Initial Consultation (waived if retained).
  • All training package fees are custom-billed, based on the organizational goals and desired outcome.  Prior to contractual obligation, a detailed estimate is provided, outlining the depth and breadth of deliverables, based on the effort required to achieve the envisioned goals.  
  • These packages average 60% research and 40% document creation, and typically exceed 100+ hours.  The finished work products are academically solid and court-defensible.


 Instructional System Design Package (ISD):

  • Training Gap Analysis/Needs Assessment Report.
  • Course Creation (Expanded Course Outlines).


Total Training Package (TTP):

  • PowerPoint Course Module Creation.
  • POST Certification Package (in addition to your ISD Package, your organization receives: Hourly Schedule, Basic Budget, Assistance with Instructor Resumes, and Assistance in submitting for POST Certification of the course). *No guarantees regarding POST approval (that is between the submitting entity and POST).


Training Effectiveness Evaluation Package (TEEP):

  • Evaluation of your Training Program's Effectiveness through Qualitative and Quantitative Analysis, which can be defended scientifically under legal scrutiny.  
  • Protect yourself from "failure to train" judgments.
